An improved process for producing a carbostyril compound comprising the steps of adding a high boiling solvent to a compound of the formula (4) and refluxing the resulting mixture under heating in hydrochloric acid to produce a compound of the formula (5) safely and acylating the compound of the formula (5) to produce a carbostyril compound of the formula (1).
