The invention relates to unsaturated phosphate ester for producing a high-slump-retaining type polycarboxylic acid water reducing agent. The unsaturated phosphate ester is prepared through the following steps of firstly, performing an esterification reaction on one or a mixture of one or more of the unsaturated acid and the unsaturated acid anhydride, and alcohol; then performing a phosphorylation reaction on the prepared unsaturated acid ester and a bonderite so as to obtain unsaturated phosphate ester; and finally performing a radical polymerization reaction on the prepared phosphate ester, and methyl-2-propen-1-ol or one or a mixture of one or more of TPEG, a chain-transfer agent, unsaturated acid and an unsaturated acid derivative at the room temperature so as to obtain the phosphoric acid base high-slump-retaining type polycarboxylic acid high-performance water reducing agent. The unsaturated phosphate ester disclosed by the invention can be used for synthesizing the water reducing agent, so that the water reducing agent is excellent in properties, and has the advantages of being low in mixing quantity, high in water reducing rate, excellent in slump-retaining capacity, good in adaptability to cement, insensitive to mud content of concrete materials and the like.
