PROBLEM TO BE SOLVED: To provide a method for manufacturing a nitrogen-containing cyclic compound having a substituent on a ring by using an agent easy to be handled and low in toxicity. SOLUTION: There is provided a manufacturing method of a nitrogen-containing cyclic compound having a substituent on a ring by reacting a nitrogen-containing aromatic compound, a prescribed protective agent having a carbonyl group, a prescribed silane agent in a presence of a hydrocarbon compound having at least one group selected from an urea group and a thiourea group and at least one fluorine atom to introduce a substituent derived from the silane agent on the ring.
