The invention discloses a process for converting and recycling waste TNT. The method comprises the following steps: by taking waste TNT as a raw material, Pd/C as a catalyst, hydrogen as a reducing agent and one of methanol, chloroform, toluene and acetone as a solvent, performing catalytic hydrogenation in a high-pressure reaction kettle to prepare 2, 4, 6-triaminotoluene, and reacting at normaltemperature to obtain 2, 4, 6-triaminotoluene hydrochloride. The method comprises the following steps: by taking triaminotoluene hydrochloride and triphosgene as raw materials and chlorobenzene as a solvent, dissolving triphosgene in chlorobenzene (chlorobenzene is dewatered by a molecular sieve in advance), adding the triphosgene solution into the triaminotoluene hydrochloride solution, cooling to room temperature, filtering, and carrying out reduced pressure distillation to obtain TTI; according to the process method for converting the waste TNT into the toluene-2,4,6-triisocyanate(TTI), theproblem that normal service guarantee of troops is affected due to the fact that a large number of waste TNTs are stacked in a storehouse can be solved, the waste TNT without utilization value can beconverted into high-value chemical products, and economic benefits are improved.
