The invention relates to the technical field of curing agents, in particular to a high-solid-content low-viscosity normal-temperature waterborne epoxy curing agent and a preparation method and application thereof. The normal-temperature water-based epoxy curing agent is generated through reaction of m-xylylenediamine and a monoepoxy compound. When the single epoxy compound is phenyl glycidyl ether, the obtained normal-temperature waterborne epoxy curing agent comprises one or a combination of two or more of components shown in a structural formula I and a structural formula II and m-xylylenediamine. According to the preparation method of the normal-temperature waterborne epoxy curing agent, the single epoxy compound and the polyamine compound are subjected to addition, so that a high-molecular-weight compound cannot be formed, the viscosity of the product is relatively low and adjustable, no by-product is generated, and the solid content is 100 percent. The curing agent is prepared by adopting a one-step synthesis method, the catalyst and the purification step are not needed, and the synthesis preparation method is extremely simple and suitable for industrial development.
