The invention discloses carbamate containing terminal double bonds, a preparation method thereof and a polymer. The preparation method comprises the following steps: 1) uniformly mixing an amine compound and a strong alkali catalyst in a solvent-free or organic solvent in a high-pressure reaction kettle, and introducing carbon dioxide for reaction to obtain a carbamate intermediate; and (2) continuing to add halogenated olefin into the high-pressure reaction kettle in the step (1), introducing carbon dioxide for reaction, and separating and purifying a product after the reaction is finished to obtain carbamate containing terminal double bonds. The carbamate containing terminal double bonds belongs to a novel compound structure, the preparation method is simple and easy to implement, nontoxic, environmentally friendly and low in cost, the carbamate can be used for preparing polyurethane, and the preparation process of the polyurethane is safe, nontoxic and environmentally friendly.
