The invention discloses a titanium chelate catalyst used for synthesizing methyl phenyl carbonate and diphenyl carbonate. The catalyst mainly overcomes problems that a current catalyst is bad in activity and selectivity. According to the invention, an organic titanate is used as a raw material, and the organic titanate and a compound which has a molecular structure shown in the description are subjected to a reaction, thus the catalyst is synthesized. The titanium chelate catalyst prepared by the method provided by the invention has extremely-high activity and selectivity on an ester exchange reaction of phenol and dimethyl carbonate, the conversion ratio of the phenol can achieve 70% or more, ester exchange selectivity can achieve 99% or more, and therefore the method brings good development prospects and huge economic benefits to a diphenyl carbonate industry and even a polycarbonate industry.
