Compounds of the formula STR1 and alkali metal or alkaline earth metal salts thereof, wherein R1 and R2 are the same or different and each is hydrogen, alkyl, alkoxy, haloalkyl, polyhaloalkyl, haloalkoxy, polyhaloalkoxy or halo; R3 is methyl, hydroxy or amino; are produced by treating the corresponding 3-cyanoquinoxaline-di-N-oxide of the formula STR2 wherein R1, R2 and R3 are as above defined, with hydrogen sulfide or an alkali metal or alkaline earth metal salt thereof. When a salt of hydrogen sulfide is used, the resulting mercaptide product may be converted to the corresponding mercaptan by treatment with an acid to produce the corresponding 2-mercaptoquinoxaline-di-N-oxide.
