13C Chemical Shift

Electron-withdrawing substituents, like fluorine or nitro groups, tend to deshield nearby carbon atoms. This results in a downfield shift in the 13C NMR spectrum. This means that the carbon atom's chemical shift appears at a lower frequency (higher ppm) compared to the same carbon without the electron-withdrawing group.
