If managers believe that markets are efficient, we would not expect to see
price changes impact trading activity. However, the evidence suggests other-
wise. Completion rates are higher in cases where undervaluation may have
been a primary motive for the repurchase, such as in value stocks and small-
cap stocks, for example. Moreover, monthly trading activity depends on price
changes, suggesting that managers behave strategically. When prices rise, man-
agers tend to buy fewer shares, whereas a drop in prices triggers an increase
in repurchase activity. This sensitivity to stock prices suggests that perceived
undervaluation by managers is an important consideration for buybacks.
