An oil-in-water emulsion was prepd. by mixing a soln. of di-Na EDTA 10, chlorquinaldol 10, carbopol 10, and H2O 300 g with a melt of petrolatum 80, stearyl alc. 40, Myrj 30, and jojoba oil 50 g until the emulsion particle size was 20-70 m. A water-in-oil emulsion was prepd. by mixing 228 g H2O with a melt of petrolatum 220, Dehymuls 10, and white beeswax 10 g to a particle size of 20-70 m. The latter emulsion was added to the former under a vacuum of 10 mm with mixing to give a particle size of 10-50 m; the vacuum was removed, and 5 g micronized hydrocortisone acetate (I) [50-03-3] and 2 g fragrance were blended in. .
