Synthesis of the pyrrolo<3,4-c>pyrrole derivatives (8) and (9) is reported.Nucleophilic aromatic substitution of the 7-fluoride of 1-cyclopropyl-6,7,8-trifluoro-1,4-dihydro-4-oxoquinoline-3-carboxylic acid (1) by 8 under basic conditions followed by N-met
